公元2017年，东京因1999年地震而转移到人工岛上。一连串发生多件骇人听闻的恐怖事件，携带斗气结晶的自称热血英雄“钢帝王 GOWCAIZER”的“凯座勇人”与其他九名斗士集结于“国立高校”，准备对抗巨大的邪恶力量Stones of power are given to chosen fighters trained by a master in order to overthrow the master's plan to destroy humanity.
